Long Beach City Council meeting ... This week on the Agenda is a proposal for an interim zoning ordinance to require review of all demolition permits for structures greater than 45 years in age be referred to the Housing and Neighborhoods Committee for discussion and recommendation.

The City has a Survey on Mansionization

Pretty exciting news, I feel, the city has opened a survey asking for our views on the Mansionization of our neighborhoods. Unfortunately, no mention of the Heights. Still, it's well worth taking it.

Report on Housing & Neighborhood City Council Committee meeting held July 17, 2007

Report on the Meeting of the Housing & Neighborhoods Committee of the City Council (H&N Committee) July 17, 2007 At least 15 supporters of a Neighborhood Character Stabilization plan for Belmont Heights as well as other neighborhoods attended this mid-day meeting at council chambers on July 17th, 2007.

Stopping mansionization

As Maureen Neeley said in her last post, there is considerable movement afoot at City Hall to stop or severely limit mansionization (demolition of older homes and/or over remodels).

At the urging of many neighborhood groups throughout Long Beach, the City Council on Tuesday, June 5th, approved a motion to have the Planning Department bring to the Neighborhood and Housing Committee a plan to protect the character and fabric of our neighborhoods.

NPC Committee: May Progress Report

The NPC met on May 1 after everyone had had a chance to review the examples of zoning/ordinances from other cities which are facing similar issues as Belmont Heights.

SIGNS OF AGING: Parts of Belmont Heights are showing signs of age. Signs like the ones reading "Termino Ave." and "Broadway." Sixty-seven blue-on-white signs, specifically, that label the streets in one of Long Beach's most charming (and expensive) neighborhoods as thoroughfares of the Belmont Heights Historic District.

Inverted Street signs installed in Belmont Heights Historic District

Did you see them? They're inverted! Blue writing on top of a white background, instead of the traditional blue street signs of Long Beach. Attached is a photo that Gary Woodruff sent to me asking me to post to the site.

Street Signs Approved and in queue

After months of work, the artwork for the Street Signs finally were approved and now has been handed off to the Department of Public Works, which will handle the procurement and installation of the street signs.  Following is an email excerpt

Belmont Heights Historic Landmark District Designation Ordinance C-7802

Attached is the Long Beach City Ordinance C-7802 which designates the Location, Description and Characteristics of the Belmont Heights Historic Landmark Disctrict - May 9, 2002.

 

Key Points of the ordinance

  • The general boundaries
    • Seventh Street on the north
    • Fourth Street on the south
    • Newport on the west
    • Roswell on the east
  • Map of district
  • The predominant architectural style of the area is the Craftsman Bungalow. Out of 304 properties surveyed, 206 are contributing Craftsman Bungalows and 125 are pristine unaltered examples. Other contributing architectural styles include: Victorian, Mediteranean and Spanish Colonial Revival, Tudor Revival, and Neo-Traditional. Only 37 homes (13%) are non-contributing.

City Ordinance affecting Historical Districts

Here is the link to the city municipal code that established the Cultural Heritage Commission: http://municipalcodes.lexisnexis.com/codes/longbeach/_DATA/TITLE02/Chapter_2_63_CULTURAL_HERITAGE.html It is this section of code that provides for the establishment of Historic Districts among other things. This is important because it essentially sits above a specific historic district ordinance in the hierarchy of code.

Exemptions

Hi,   I thought of something early this morning, it takes me a long time to process information.  We discussed trying to make all of Belmont Heights historic and that it would be ok for a street or area to be excluded.  My thinking is if a street choses not to be historic that they would not be able to change their mind as probably most of their houses would
