Banning gas powered lawn mowers/leaf blowers

The city of Los Angeles has enacted a ban on gas powered leaf blowers, I'm guessing that it includes mowers as well. At any rate, I'm curious about such a law being passed here in Long Beach.

These contraptions are so offensive for the obvious reasons and the fact that they are almost a daily occurrence from Monday through Friday due to the fact that lawns cover so much ground whether it's a single-family dwelling or an apartment/condo complex...all with different lawn maintenance schedules.

I understand that the newer non-powered or push mowers are highly efficient and don't take any more effort to push than a gas powered model and that there are electric mowers that at the least don't pollute the atmosphere with choke inducing gunk.

And one last thing...those leaf blowers have got to be one of the dumbest, ineffective things ever. I've NEVER, EVER seen any gardener go around afterward and sweep up all of the debris that was supposedly blown into some pile somewhere. All they do is blow, more like disperse, leaves/debris/dirt out into other areas. What a joke. Whatever happened to sweeping the stuff up into some receptacle???? Yeah, yeah, I know, there are those that will say it takes too much time. Well, tough.
