If this program is truly as successful as the claims indicate, I hope Gary, the other Council members, and the mayor would support its expansion within the city.
My question, though, is, "how big of an impact can a program like this have on the beaches if it is only implemented by our city? It seems to me, the biggest negative impact is the runoff upstream on the two rivers that runs down to us and that to actually make a big impact, we would need the cooperation of LA County and also the City of LA.
How likely is that?
