Regarding the empty bank building we discussed last night...
The City has no legal grounds to require the property owner to find a tenant for the building.
The City's Redevelopment Agency often attempts to buy blighted properties, but this parcel is not located in a designated Redevelopment Area.
Code Enforcement could cite the property owner for things like overgrown weeds/landscaping, broken windows, graffiti, and paint deterioration. If you would like to pursue this angle, please let me know and I'll put in a request.
As for the homeless person residing on the property, I'm told the best course of action to take is to call the City's non-emergency Police hotline (562-435-6711) and report the problem. Because we're talking about private property, there is probably a valid claim to be made for loitering.
