Meeting was called to order by John Fries, filling in for Mike Stewart President, at Fremont School.  28 Belmont Heights’ residents and 2 city employees were in attendance.  Introductions were made by each person by saying their name and street.

Old Business:
Mark Hungerford, City Planning Dept., passed out the June Community Planning Bulletin and noted the 4 applications applicable to Belmont Heights.

Committees:

  • Neighborhood Preservation Committee - Marc Coleman and Maureen Neeley.  Planning Dept. was asked to include neighborhood associations when developing their plan.  A motion to support delong’s and Uranga's proposal to develop a Neighborhood Character Stabilization plan passed unanimously.  This plan is to prevent the demolition of character defining structures.  Residents were asked to join a sub-committee to educate residents.
  • Newsletter – Grace Parris.  An almost final draft of the newsletter was presented. A few ads need to be designed.  Every resident in the Heights and local businesses will receive a copy.  Preview article - a contest for the best restored house in the Heights will be in this first issue, and the 12 or 13 best houses will be featured in a calendar.
  • Traffic – no presentation
  • BH Action Team – Bette McKinney.  Glorious Manor has been declared a nuisance.  Background information given.  Gloria has filed an appealed and the city will hold a public hearing at a date to be determined.

SEADIP – Gary Woodruff.  The SEADIP committee has been moved forward to City Council which has requested public outreach.  The process should be brought back to council within 30 days.  The SEADIP committee’s plan and thinking were presented.
 

New Business:
Fundraising Ideas
– Grace Parris.  A request for tee-shirt designs was made and ideas should be posted on the website.
BHCA Structure – John Fries.  A discussion of the board was held, with a request to post the by-laws on the web-site.  A request for a presidential candidate was made.

Open Floor:Tot Lot Committee plans to raise $300,000 to improve the playground on Livingston.  Fund raising events coming.
Church parking –city land is used for private parking.  Issue not totally resolved.
Code enforcement.  Residents are concerned with enforcing code enforcement, much discussion.
